Friend is making an indie game with 3d characters.
He makes them as naked men and women models first, then put different clothes on them.
But he makes child models with their clothes as part of the model.
He said that's how big gaming companies do this too to avoid lawsuits.

I ask you /v/, this that really a thing in the gaming industry? How much truth is there in what he said?

Just check out Artstation. Lots of frequent video game art dumps there. 3d previewed a for most of them too where you can see breakdowns of the diffuse, normal, gloss, wires, etc.

Topology is basically the wireframe of a model
You can't just got stickin any lines anywhere and expect a good product. Typically, you want to keep things as quads (squares), and use triangles as sparingly as possible. Another thing to watch out for is poles, when 3 or 5 edges come together (you typically want 4 edges to come together)

You are supposed to use poles to control muscle groups (making nice ring shapes around the eyes, mouth, and nose for instance), but this model just has them all over the place

In short, if you tried to animate this, it'd probably have problems due to being made haphazardly.

Well, I don't know what kind of game your friend is working on. But generally speaking if the characters are not supposed to change clothes, why model the naked bodies? The triangles below the clothes will not be visible to the player, so why even bother making them.
Unless you want to have a base to place clothes on it accurately in Zbrush or Marvellous Designer. But those bases will not make it into final asset anyway.

It's not really against the law as long as you don't leave genitalia on it to be discovered GTA hot coffee style.

In the Sims series, kids can run around in their underwear. And become naked but only when they take a bath, so that's an example of how far you can go.

The only reason people rip models out of games to make porn with specific vidya characters with a name and personality, like DoA characters.
It's not exactly hard to get a random child model. Sims characters are all random generated/blank state, so there is no point ripping out a generic sims model out of that game.
