The difference is that Gabe eventually stopped pretending that Ep3/HL3 would happen. Valve is full on hat mode now. Also he's a businessman, not a developer. He couldn't make the game even if he wanted to, and Valve's "structure" is flat. Employees have to inspire themselves to work on projects, which is why Valve is so slow and schizophrenic.
