Pick the kind of gameplay your faction cares about and automate everything but that part.
It's actually really fun to control a mercantile empire and control where mining stations and stuff are built but not have any control over your military. You have to just hope your mercenary guilds handle it, because they aren't a part of your government. It feels like you're actually running a mercantile guild instead of just the implicit totalitarian despotism that basically all "play a civilization" games have. You have to support the war effort by supplying it with resources and making favorable trade deals rather than just leading the war effort.
Same if you play an expansionist empire like any of the insectoids and just automate all production and civilian stuff and focus entirely on the war effort, but plenty of games are like that so it doesn't have that same kick for me.
