PC as a gaming platform started getting considered as one by Japs after DS1 port. Also with PS4 and Xbone being PC-lite, there was no technical reason not to make PC version.

In case of MGS2 and MGS3, the problem were controls as well. They were made for pressure sensitive buttons. It would be harder to implement properly working MGS2 and MGS3 controls for keyboard, without making 3DS version-like controls.
