It's advertised as a device that doubles as a home console and a handheld. Whether it's replacing the 3DS or not doesn't have anything to do with whether it's a handheld or not. There's no rule that says Nintendo can only have one handheld. Companies sell pocket-sized and tablet-sized portable devices in tandem all the time.
