Because these devs are literally below the group that made No Man's Sky in regards to programming capabilities. We have a publisher that is literal who of gaming, and the devs themselves have only Sonic Boom on Wii U as their biggest noteworthy project.

An example of what you gave is what people have cried for nearly two months now in regards to the bonus 8th character, Tommy Jarvis. He spawns in after 1-2 players are dead and a match is still going, but the problem is that the game predetermines who plays as him of the dead players, and if that person dies and leaves the game? His character spawns into the match and idles within even if the other characters are dead, causing a match to run the full 20 minutes or Jason has to track down and kill this afk bot. A functional dev would do like a prompt with a countdown to ensure someone isn't afk behind the keyboard, as opposed to the current system where the game just forces someone to be this extra person.

The idea that the devs are selling is singleplayer is all about playing as Jason, which is what everyone really wanted from the game to begin with, only you're going against AI counselors with objectives involved. Instead of it being like multiplayer where everyone is tipped off that you're there and killing, the NPCs will have little routines and such like a Hitman game and be oblivious to Jason existing beyond a myth.

With the trackrecord of both teams working on this game, it's gonna be one of the biggest clusterfucks of gaming that will rival DayZ in absolute shitshow status.
