Quality of gameplay is a larger framework. Also, sometimes the two do not correlate.

Say you have to go through a 'do you want to remove this y/n' dialogue box everytime you want to drop or sell something and the game expects you to do this all the time
QoL would be removing this prompt speeding up the time you spend fucking around in your inventory and bringing you back to the gameplay quicker

If you want to consider menus, UI, etc. gameplay, thats fine, and that would make your point correct. However, if a dev says "we're going to improve the gameplay!" and then just makes the UI easier to navigate, the players would get annoyed
