Why though? Abigail is actually bigger than Hugo who is already massive as fuck and Capcom has the freedom to come up with an entirely unique moveset to help differentiate him from Hugo. Funny how in the first Final Fight game Hugo was basically just a common enemy while Abigail was one of the bosses, it's strange how Capcom decided to go with Hugo instead of Abigail for SFIII, I think Poison and Hugo are the only common Final Fight enemies to be playable at SF, all the other Final Fight characters in SF are either protagonists or bosses.
