Skull Face is fine, MGS villains have been hit and miss (mostly miss) since MGS2 and he's honestly better than anyone in MGS2 and 4 with the exception of Solidus and Liquid Ocelot. The Skulls were basically the B&B unit without the shitty, contrived 'tragic' backstory that Drebin gave you, and they at least fit thematically since they are nameless phantoms just like Venom Snake himself.
