Sadly Monarch is super fucking busted and way too well-rounded, especially in Titan Brawl since it can not only prove to be a counter to some degree for every other titan, but is also the only Titan to have a battery steal via termination.
Protip: You can't exit your Titan and grab batteries in Titan Brawl

Monarch excels in Titanbrawl because it's so easy to play hit and run until they reach phase 3 and dominate but I feel she's pretty balanced outside of that. The only titan that needs balance changes is Scorch because he's a tier below the rest.
