The voice actor before Charles dubbed him over for MK64 confirmed that early direction wanted him to be portrayed as a stereotypical German, the same way Mario and Luigi were stereotypical Italians. I guess Charles just ran with his own thing and nobody felt like stopping him, so now Wario is Italian too.
