It's an update. A couple new characters, balance changes, that kind of stuff. It's been out for a (long) while in JP arcades but nowhere else. Kickstarter is a questionable decision but if people want to pay for it, it's an option I guess. I mean we still don't have the latest version of whatever Dengeki is at, and that's been out for a long while too, so it's nothing new.

Probably pretty low to non existant, It's more expensive to sell physical since you have to actually make the cases and print art and packaging rather than just pay steam to host the data for you. I guess they could over charge for collectors editions that those otaku will buy. I highly doubt they're bother with a physical western release outside of the kickstarter given it's a Niche game in a Niche genre.

Well, fighting games aren't a really popular genre currently. Most western devs and Capcom do the whole "Season Pass" thing as far as characters go, but for everyone else, they want as much money as they can get for it to be a sound business decision to port the game, let alone localize it.
