Why is touhou the only game franchise that regularly gets fan-made

Touhou used to be massive in the doujin community (Still pretty popular but not at the level it was a few years ago where it took up half of Comiket). Because of this many composers made tons of fan arrangements over time.

ZUN is a lot more lenient with how his works are treated with fans due to their origins in the doujin community then say something bigger like Mario or Zelda.
That said, I do like to try scouring vgmdb for fan-made arrange albums of other games.

It's still going strong though. There are numerous circles which release albums every Comiket/Reitaisai.

this rise of shipsluts, nuNASUshit, etc, didn't harm touhou fandom too much, but lots of people who used to import and upload all the fanmade material flocked to other fandoms.
it's hard, but I'm trying to get a hold of something myself, but fucking taxes can be Really annoying

Lots of game series get music remixes.

Its just that they are hidden away on youtube or bandcamp or soundcloud somewhere and dont have dedicated sites for them like Touhou.

Undertale had a fuckton, you can even find remixes for obscure games if you look hard enough.
