"Intended" tank play is to never even leave tank stance. You might also notice that they changes they made only improve enmity IN THEIR AGGRO COMBO and aoe enmity move, and this was mostly to help in low level dungeons.

The idea behind being a tank is maximizing DPS while keeping threat on the boss and surviving its attacks. But since enmity has been an utterly negligible element of play until now, tanks are acting like the fact that they have to pay attention to it now is this HUGE PROBLEM and that they as tanks are really just meant to be heavily armored DPS that pop a cooldown every minute.

Right now you are basically just a weapon that the Scions throw at whatever happens to need killing, and then all the NPCs suck you off for a moment after you're done before going back to ignoring you until you're needed again. The game almost never acknowledges the WoL as an actual person with motivations and feelings of their own, which is why the few times that it does are so refreshing. There's still plenty of opportunity for the WoL to get their own "arc" which finally goes into what we really are, why we're so powerful, how we actually feel about our allies, our purpose, etc.

The fact that she is in practicality a figurehead doesn't change the fact that she attempts nothing as a character, she has no agency and just sits around throwing parties instead.

the whole 2.5 questline was her being frustrated that she couldn't do anything so she tries taking matters in her own hands.

She's a useless character, but not of her own choice. She wants to try but can't.
