Well Atlus announced it so early because they are still recruiting for Studio Zero so they needed something to entice people to apply. Pretty much all we know is that it will be Atlus attempting to do what they think is a classic fantasy RPG, Hashino is the lead man and not to expect anything for a few more years because the game isn't much more than concept art and ideas at this time.

It seems SMT HD is also coming to the PS4.

Studio 4) Zero

Of the 4 there could be an odd 5th studio that might have been hired for contractual work like SMT#FE on the Wii U. The new studio, Zero, was created after Persona 5 ended development and launched in 2016. As this thread entails, ATLUS is still hiring people en mass. It is likely 3-4 years away at BEST. This game will undoubtedly be cross over with the Playstation 4 and Playstation 5. Atlus said their goals with this new studio was creating a new IP like Persona became a huge hit. They are not going to rush this huge financial studio investment out the door. The PS2 was replaced by the PS3 in 6 years, with the original goal of replacing it in 5 but Sony needed to put in a GPU inside the PS3 so PS3 was delayed from 2005 to 2006. There are no such odd happenings, everyone was mad the PS3 generation lasted too long and PC gamers regularly bitched about consoles holding them back.

Now imagine the PS4 and X1, which are utter weak consoles far more than PS3/360 did, sticking around for as long as those did. Not pleasant. That's why PS5 is likely going to be one of the other platforms for Atlus' Project Fantasy.
