That's actually not how it works at all. There is a pretty standard metric of hardware progression so it's easy to speculate how future hardware will function. Most people aren't playing on terribly outdated systems in any case, and if they are they as clients should have lower expectations. Couple this with statistics like Steam Survey and you could easily build a game around the most common hardware available.

The real issue though is the different APIs that games use between consoles. Switch uses OpenGL/Vulkan while PS4 uses GNM/GMNX and finally Xbone uses DirectX11/12.
