It is of course subjective, but I think stealth archer is the only way of getting some enjoyment out of that shallow combat gameplay.
If you're a fighter you approach 99% of all battles the same way - doesn't matter if it's a troll or a mudcrab. A mage is a bit better.
But with a stealth archer you actually have to aim while staying hidden. It adds some depth to the combat, which is sorely needs.
... the key word is "some" depth. It still ends up pretty boring in the end, but it's the best way of creating fun combat.

The problem is dragons. Bows are the best way to deal with them. Destruction is underpowered and everything else is a pain in the ass and involves waiting for the dragon to land.

Not really, it severely restricts your options because its a complete overhaul.

I always prefered independent deleveling, combat and perk mods which basically give me the same result, but without being unable to play with half my load order.

Patching Requiem is also a huge pain in the ass and it has severe balancing problems in the mid-to-late game.

First character for me was an alchemist/conjurer. Alchemy is pretty broken too.

Fo4 was gimped to shit and back as far as modding goes, the creation kit is shit, voiced protag and dialogue wheels mean quest mods are fucked, lack of skills mean progression mods are fucked to the point where one of the biggest mod teams for Fo4 are simply working on adding them back in and the generally shitty unresponsive and actually fairly ugly world crushed immersion or beauty mods.

Yeah, it's an easy trap to fall into seeing how easy it is and how little effort it takes to dispose of enemies with zero risk to yourself. Most fun I've had was making a Khajit and doing a fist only play through, some of those kill animations are hilarious.
