This covers all the buffs, so it saves Joker from having to cast Heat Riser on himself, and since Joker will be casting Debilitate on the boss anyway, there's no need at all for Ann's debuff.

Ann brings slightly more damage than Yusuke, but by losing the +Agi buff, your team takes more damage and you give the enemy more turns, which can mean more Dejaka's, which means Joker has to spend more turns casting Debilitate... Which lowers overall DPS.

When you're fighting a single strong enemy, the marginal DPS increase Ann offers isn't worth losing the massive damage decrease Yusuke offers by reducing enemy turns. Everytime you dodge instead of eat an attack, Makoto gets to cast another Severe Nuke attack. Everytime you dodge instead of eat a Weakness attack Joker gets to cast another Charged Triple Down. That's way more than you get out of Ann.

I really like Tae, and I chose her for my first playthrough, but she turns out to be a fairly uninteresting romantic partner. She's hot, sure, and she's a really good person, but as far as dating goes she mostly just harps on the age difference between herself and Potter. It gets kind of uncomfortable when she reminds you for the third time that she doesn't normally go for younger guys. I mean, it's nice that she can look past that for him, but it begins to feel awkward, and that awkwardness is all you really have considering she doesn't really bring up any other subjects after her social link has concluded.
