I can't think of any videogame music I remember until I'm starting up the game in question, western or self-righteous nippon games alike.

Because in most western AAA games only sympho soundtrack for EPICNESS or some ambient for everything else is used. And even that ambient is usually sounds same in every of that AAA. Let's remember, that most old games with good soundtrack came from Nihon. Castlevania, Contra, Metroid - all of it was made in rising sun country. People, who get grasp, started to add interesting soundtracks (look at Shantae, for example), while AAA companies just went into MUH REALISM in video part and MUH EPIC SYMPHONIC ORCHESTRA in audio.

They're made with the "background filling" mindset. Something to fit the setting of the game without being too extravagant, basically playing it safe.

Eastern games are more free-minded and aren't afraid to spice things up or go batshit insane with their OSTs. This gives composers more freedom to put some very required "oomph" to their tracks and makes for more hype/emotional situations.

There's exceptions to both though. Western OST can be amazing sometimes and Eastern OST can be a bore or an abomination at times.

Jap music tends to put more focus on single voices in music, or many voices playing a similar melody, on top of mimicking anime music tropes. Large budget western games music tends to be much more complicated in a less focused effort to create mood, more cinematic style.

It's the same reason why low budget/indie games tend to have extremely memorable soundtracks, they default to one voice/melody/style due to budget constraints.

There's also the fact that the Nips love to get fucking weird and cuhrazy when it comes to music.
