Its true. Gameworks is a set of closed non-standard libraries and APIs that only work on Nvidia hardware and that cannot be tuned or modified to allow better support by third party hardware. Nvidia also refuse to release specs and firmware files making it extremely difficult for developers to understand Nvidia's hardware to know what's going on and what they should do other than use the code paths Nvidia has pointed out which are fast on their hardware but slow everywhere else.

AMD on the other hand maintains a similar set of open source libraries, and releases specs and firmware that allow open source drivers to exist, that are actually in many cases faster than AMD's own official drivers. This makes it much easier for developers to work with AMD hardware especially when you consider that the primary goal of the open source projects is to create an absolutely compliant implementation of the standards and not a competitive advantage for a company.

Its only been recently that the open drivers have actually gotten a lot of attention thanks to how mature the framework they're built on has become.

Things like a couple of guys writing a Vulkan driver in their spare time that hit compliance faster than the official driver managed and seen massive performance improvements tends to turn heads.

Nvidia still restrict access to vital information about reclocking apparently worried that their driver devs would be embarrassed just like AMD's were. AMD's Linux driver team have basically given up and started saying their driver is just for professional apps on workstation hardware and that for gaming people should just run the open ones.

AMD's open source drivers have in the last few years gone from being slower in every game than a 750 to now competing rather well with Nvidia's best efforts.

That's true on Windows where your only option is the official drivers yes, but no longer true on the open drivers.
Even my old first gen GCN card has gone from being slower than a 650 years ago, to as fast as or faster than a 1050ti today.
