I replayed Portal 2 a few months back and it convinced me that they could easily make a good HL3 / EP3 if they just wanted.
They simply don't want to and haven't for years. Probably because it wouldn't be as profitable as other stuff they're doing. Don't know.
fact: HL2 ep2 is casualized shit CoDified to no end. Set piece after set piece after set piece, no level design whatsoever. I still don't understand why people loved it. To this day I still prefer the maligned ep.1

I don't mean lore-wise, but simply referring to their ability to make a compelling and polished game. Imo, HL3 doesn't need to be the masterpiece shooter of the century. It just needs to be a good shooter, half-life-themed. They could easily do it and make people like me very happy (and as I believe, really, most people).

They had a level with a branching path. One path let you loop around back to where you started. The other way moved you forward and let you progress. Some idiot playtester kept looping around for a really long time and so Valve removed the branching path.

HL2 was a genre defining game that set the standard for any game that came after. If at any point it ever feels underwhelming it's because you've already experienced something that was inspired by it. It's a solid game by today's standards because it set the standards.
