Most of the side missions in Arkham Knight felt rushed. And the main story sucked too. It should have been an alliance between all the big hitters like Two-Face, Penguin, Scarecrow etc.

Except it actually was exactly that. The games story is just that bad in telegraphing this. Their plan is to "keep Batman busy," while Scarecrow delivers his ultimate move. They have meetings and shit about this, according to audiotapes.
