Depends on the workload and how hard you push that i7's clock. Single or dual threaded yeah sure a Kaby i3 will be around 40% faster for the same clock, but you can easily get an early i7 into the mid 4ghz range and get a 10% clock advantage. For anything thats cache bound or uses more threads, no comparison.

i3s have gotten pretty decent for budgets builds and have started including hyper threading. Hell even the fucking pentium g4560 has hyper threading.

i3s are typically dual core processors. Maybe not good enough for modern gaming but is much needed for modern web browsers and modern flash games, if you're still on a single core like a Pentium 4, you'll notice a huge difference. You'll need at least a quad core to play modern games (2013 and onward) above 25fps
