I dunno man, most cyberpunk anything is built on film noir grittiness in one way or another. Treachery, conspiracy, and avarice rule the streets and there's always at least one murder. I guess it comes down to what your definition of comfy is.

Most of the rooftops were pretty cyberpunk though, with poorer, low-rise buildings shadowed by the wealthier high-rises you can climb once the game progresses, and the server infiltration missions were cyberpunk as fuck
Satellite Reign has a open cyberpunk world to explore. Personally, I think it is better than original Syndicate.
