I think what happened is that the ammo boxes that drop are actually the original weapon drops just re-skinned, and the weapons we pick up were added completely new in the code.

When they coded the new weapons they may have simply forgot to have them ragdoll.

On one hand it makes the game more tactical (being able to shoot a gun over to an ally) but for TF2 there's a lot of different types of weapons, so explosives guys like demo or soldier would have a lot harder time getting the weapons dropped since everyone' guns they kill would fly 40 meters.
