What you're looking for are Fallout 3 and 4, anon. Less words, more shooting.

Tips from my experiences.

10 AGI is a must unless you're getting into really weird minmaxing relating to building for specific weapons

10 END from the start can potentially allow you to survive late-game crits. HP gains happen over levels in the early games, so Endurance starting out matters.

Charisma... doesn't so much. There are moments, but not really.

Anything else is up to preference. Perception too low allows enemies to get double turns against you. Too high, while potentially allowing you double turns, can interfere with melee builds by making you start further away from enemies.
