Just got pic related. Why are there awful frame drops on my 1070? It's dropping to like sub-30 somewhat frequently and sometimes it will outright freeze for half a second and drop below 0, then shoot back up to 60. Rise rarely dropped at all and it's the most graphically intense game I've played.

Do the HDD activity light turns on when the fps drops? If so then it's data streaming stutter. Defrag your HDD or put the game on a SSD. Also turn off pagefile.
But just to make sure, do this:
Nvidia control panel> Manage 3D settings> Power management mode > set to "Prefer Maximum performance".
Nvidia control panel> Configure Surround, Physx> Physx Settings> set processor: GTX 1070
Play uncharted instead, its 10x better

I had a solid 60 on every level but Soviet Installation and Geothermal Valley where I had frequent drops to ~45fps. But somehow my 1070 can't handle the first game.
