The ultimate edition is everything, base game+DLC. You can no longer buy the standalone game anymore.

Before this version came out, they gave like 50k copies of the game out for free, meaning they have base Payday 2. You can buy the ultimate edition with Steam's bundle system, which subtracts what you already have from the price.
