The hatred for Bubsy is multi-faceted.
On a surface level, he's very much a cliched, cartoon animal mascot with a snarky attitude. He's designed to be cool, but it's done is such an artificial way that it feels as if he were created in a board room by a bunch of men in suits who failed to understand what made characters such as Sonic so appealing. It also hurts that his humor mostly stemmed from awful puns, many of which barely even bothered to try to make sense. It was physically painful to see, as cringe worthy as watching a bad, out of date comedian making dad jokes.
Of course, there's also the fact that his games sucked. The controls weren't very responsive, platforming felt like shit, the stage layout was weird, nothing really worked.

Memes, pop false knowledge, the original 2D games were below average side-scrollers, but much better than things like Awesome Possum or Captain Novolin.

Also Bubsy as a character is about as likeable as Modern Sonic.

His first two games were at that border of mediocre and weird ideas that didn't quite mesh;
a good example is that it had fall damage (yeah yeah fall damage motherfucking platformer etc etc) but he could glide, countering it
he moved really fast but the camera just wasn't on the level to make it work (Sonic had this problem too, but bubsy's a one hit kill type of game)
Bubsy 3D is pretty much what sealed it into TOTAL SHIT category due to it's half baked release, the cartoon was just more wood on the fire

He's not the actual fucking worst but he's certainly not really worth remembering
