I don't believe simply being "sexy" will allow a character to survive the test of time. There has to be a character or gameplay element which is associated with the character.

Tifa Lockheart and classic Lara Croft are good examples, I think they key is to be in good video games.

It's all exclusively about context and fine writing. The appearance itself does not really matter THAT much - it's the context in which she appears, and greater character she is given: by her voicelines, by surrounding narrative, by small attention to detail.

The one thing people really need to realize about sexualization of characters in games is that it's not bad that a character is sexualized: it's the fact that most of the time the sexualization isn't serving a greater purpose, isn't part of a greater narrative intention. Write a good character, make her sexuality part of that character, of her story, explain why it's important, what role does it play. Give her memorable lines, more interesting and complex behavior and personality, something, ANYTHING to create an actual meaning and context to it.

It's the character that will be memorable. Not the sexualization itself. Make it natural, make it part of greater narrative intention, be a little subtle, give the character some depth and nuance.
That is really the only way to do it. It's incredibly simple to just appeal to male sexual urges and unversal abstract symbols of sexual attraction. But it's never going to be memorable or interesting on it's own.

Remembering the good old observation that sometimes, it's the things that are covered that are ultimately more sexually arrounsing than the things that are explicit and bare too. Don't just expose skin: that shit is overdone and again, boring without context. Play more with feminity: with dresses, with elegance. Don't over-design. Don't over-expose. Take inspiration from classical art.

Those would be my personal advices. And I have no delusion about anyone giving two fucks.

A "sexy" female character in a video game can transcend the label and become memorable by simply being interesting and offering substantial progression to the overall story of the game.

Take the demon Xana from Dark Messiah of Might and Magic. Clearly meant to be sexy, a succubus of sorts, but also plays a crucial role in the story not only to the main character Sareth, but instrumental in Sareth's relationship to his father, which gets unpacked as the game goes on.

Generally speaking, the simplier the outfit the better.
Simple, but unique, outfits show off the body better, highlighting the more innate feminine traits.
The same goes for hair, makeup, and other body markings like tattoos, scars, and more extreme things like amputations.
Then of course there's personality and impact on the story.

If I said "Tifa Lockheart", anyone familiar with her would be able to recall her entire figure in their head without ever needing to look up a picture. The same works with characters like Cortana, Chun-Li, Samus Aran, and Lara Croft.
All of their designs are so simple two of them are practically naked.
You don't even need to play their respective games to recognize them.

Now try and remember what all of the girls from games like the Neptunia franchise look like.
Unless you're a huge fan, odds are you can only remember little bits and pieces at best because they all have more LED's and unnecessary edges on their outfits than an Alienware computer and several of them have silly hair, so they all begin to blend together in your brain.

It's not complexity. It's an overal indistinctiveness, combined with the fact that you were only faced with them in an age where you generally pay less attention and things tend to leave lesser of an imprint on you. Those designs aren't too complex, in fact they are mostly pretty clean.
They just don't really mean anything. It's a set of arbitrary modern clothes and visual cues that don't add up to anything.
