They did an update months ago that let you use everything you've unlocked offline but you still needed to be online to level up, but now they've gone the whole way.

You mean Elusive Targets which is just a little extra thing that's tacked on to the main game? ET's and user made contracts are the only other things locked behind being online only, which you should expect seeing as the contracts are user made and shared by the community. If you live in a third world country with absolutely no internet access then you can still play a solid 90% of the game perfectly fine.
