She survives for sure, and most of the people should survive too if we go for statistic and a few comments from the devs.

The ironic thing is that if you chose the save arcadia bay, the tornado timeline keeps running and the people who dies there still dies, the only difference is that you run away to a different timeline where those events won't happen.
