Instead I want to mention the difference in context: Kamoshida is able to abuse not just one but multiple students of both genders, under full knowledge of everybody involved and even many not involved, due to his position as a very influential member of staff. His abuse of power not only hurts those who he is paid to protect and teach, but also extends that damage by forcing other students to keep quiet and help him do it.

Kawakami develops a personal relationship very slowly OUTSIDE of the school; you learn about her and help her with a non-school-related issue and become close that way. Even if she was abusive, she is still not able to extend that abuse to anyone else whilst being trusted and paid to do the opposite.
