Well there are many little villages throughout Skellige which fits with the "skellige is decentralised but everyone needs to contribute to the raiding" schtick, but you're not wrong. However, it is the only capital city they fucked up, the cities in Witcher 3 are fantastic and feel more alive than almost any other games' cities.
