My PC recently just died and I'm thinking of getting a PS4 instead of a new PC.
Are there any games on PS4 that I MUST play? I didn't own a PS3 either.

No, I sold my PS4 because all the exclusives are just slightly different versions of things that already exist as multiplats.

Generally when someone says their PC "died" they mean their power supply died, which is one of, if not the cheapest part to replace.

If your psu is your cheapest part in your computer, its little reason they die. The psu powers everything, never cheap out on the heart of your computer.

Get a 50 dollar PSU and/or 50 dollar motherboard assuming it was fried during the short, or spend 300 on a ps4 + 60 bucks for games

Even the most expensive PSUs are still one of the cheapest parts of any build. I'm talking about things you actually need, like CPU, mobo, RAM, GPU and HDD/SSD. You don't need a 1000w PSU to power a single GPU, you barely even need 500w.

I feel like ps3 still has a better library. since they are so cheap you could get one instead. It has infamous, all ratchet games but the kinda mediocre reboot. Really it has a lot of tbe good ps2 games in hd on it and tons of good ps3 games. It has the added benefiet of playing ps1 games too, digital or physical.
If you want a ps4 though, bloodborne is pretty good. Gravity rush series is okay, but it isnt for everyone. The kingdom hearts 1.5+2.5 is good just because you get 4 games and 2 shit movies for 40 bucks.
