What story arcs are going to be available from the start? Do you have to buy new arcs or are they all available? Do you unlock more servants to roll by completing story arcs?

Only the first two. The rest will be unlocked over the course of time. Yes, for instance completing the first chapter lets you roll Saber Alter.

Fuyuki, France, and Septum will be at launch.
Subsequent arcs are all free. It's F2P but gacha.
Each arc has a 3* servant unlocked for rolls and a copy given when beating the arc, and a 4/5* focus character unlocked.
CuChu Caster - Saber Alter, Gilles Caster -
Jeanne, and Boudica - Nero normal for the first 3.
4th arc will be Orceanos or however it's spelt. I think it's Medea Lily for free but I know it's Drake as the 4/5*.
A lot of servants just come with (and a fair bit locked to) events.

We assume it'd be in similar timegaps from the JP version which is.... around 2 years ahead. The main arcs and QoL changes might come sooner. No official word.
