Yeah I'm Russian and I had this problem since 2015. Basically the prices here are really low compared to Europe and the US, and Steam doesn't want to drive its customers away by raising prices (since everyone here pirates), so they forbid people from gifting games from this region to the rest of the world. Sucks, but better than having to pay $20 for indie games.
