The armor is just cheap plastic molded over a garage built jetpack and a jury rigged rocket launcher. Pharah is just a military LARPer, sorta like TF2's Soldier.

Although, that suit would have to be pretty lightweight if it's meant to be airborne. Think titanium or those aluminium alloys used in aircraft.
No wonder none of her HP is considered 'armor', any damage goes right through.
