Yeah I heard that rumor too, if its true it means Open IV's ambition collided with Rockstar's next vision for GTAO and they probably hit a hard spot because of that, and T2 went with the C&D route because they didn't want to reveal they were working on that to the Open IV team because that could get leaked by them, so they decide a broad C&D instead but it backfired and the community got pissed off.

It's sad, it seems like all of this was just because Open IV had the idea for the Liberty City in GTAV project at the same time Rockstar we're already secretly working on it, thats the only logical reason for why T2 issued a C&D on the program 10 years after it was released and operating.

I also constantly told people that IV's Liberty City would be added in GTAV.. it just makes too much sense as it doesn't take that much resources to dolly it up a bit more. I would hope they would advance the city a bit, as in some of the construction areas are now done and maybe include the cut areas such as the Carraways and Goatherd.

GTAVI will come, it will be Vice City. You'll be able to port your V character into the game, and I imagine that Los Santos and Liberty City will be available from the start, or near the start.
