Pokken had content that needed to be ported over to the console version but wasn't popular enough to warrant a sequel .
Smash wont get a port, it will get a sequel, and it will be later in the switch's life so that they can represent more characters in it.

Pokken is just a port with some new features. Maybe they're working on Sma5h from the ground up, which takes fair amount more work than a port. Plus the Switch is only a few months old, it's way too early to start talking as if it will NEVER get a Smash game in its lifespan.
