Mozart started his career earlier than that. By 15 he had already composed five operas for example (not his masterpieces by a long shot but Bastien und Bastienne and Apollo et Hyacinthus are pretty good).
Anyhow, while Mozart clearly enjoyed accelerated cognitive development (for whatever reason, genetic or environmental) and his genetic potential for music must have been near human limit, environment does play a huge part in this sort of thing. Had Mozart grown up in environments of vast majority of his contemporaries, there's a good chance he wouldn't have picked up music never mind become as notorious as he did, and this wouldn't be any different today. Probably less likely at that given that 12 year olds would have a difficult time finding patrons, and that he'd have to compete against far more composers, including his adult self. Taking interest in vidya is one way to ruin a career in music, but there's a bazillion other ways.
