During times of war, food was very scarce, especially during a multi-month besiegement. Soldiers had a small cup of rice-water soup every other day. So gutting a couple stray dogs or cats, was nothing out of the norm, they are basically just animals. Same as Inn or restaurant owners, they would sell you beef or pork, as dog meat.

For today's standards that's sick ofc, but if you were to starve, you would probably do the same. To be fair, South Koreans don't do that (except maybe really old folks who grew up with it), but North Koreans still do it to this day, and dirty China ofc.
