I remember noticing the voice changed when Resident Evil 4 was released, but honestly, the change wasn't bad.

This. Honestly the strike has been the best thing to happen to US voice acting in a decade, maybe ever. Until now it's been a giant clique out of Houston and L.A. where you have to know someone in order to get in. So many of these old actors who took the lion's share of the jobs because of their connections have gotten greedy and so that opens it up for newer hopeful actors.
