The Hiigarans by there nature are a threat to the galaxy. These people are to adaptive and to warmongering. As soon as they find an alien technology they manage to make used of it, and then find someway to fuck someones shit with it.

First thing the Hiigarans did when they found a jumpdrive? Send a massive fleet past Taiidan borders and wiped out Taiidan prime, why? Because they could, no wonder all the races banned the Hiigarans and drove them to near extinction.

When Higgarans/Kushan returned the Bentusii knew which way the wind was blowing, knew all the empires were degenerate to stand a chance, Hell even if they weren't handing over tech the Kushan would of just striped it from vessels soon after. At least this way the Bentusii managed to not get swallowed by the Kushan tide.

Hell you could even compare the Higgarans with The Beast, they are both have the same end result, just the Beast is a few hundred million years advanced.
