People seem to misunderstand the movie timelines. Broly MOST LIKELY takes place in a timeline where Super Vegeta killed Cell. Trunks and Vegeta are the only ascended Saiyans in the movie.

Goku and Gohan are most likely similar to their Cell strength, with Gohan being weaker because Gohan wasn't established to be strong until after the Broly movie came out.

So yeah, Broly LSSJ is pretty much on par with Perfect Cell before he got his Zenkai.

Assuming it gets to 30, which im sure it eventually will and perhaps even surpass, that leaves other slots open for eventually stuff like tien, maybe some silly characters a kid goku, a roshi, maybe a couple GT guys, a omega shenron, gogeta 4.. Blah blah..
But ya EASILY thats like 24 characters you can fit into the game, that does all the most "important", and "iconic" characters in the main series. And youre not even at 30 slots, so something like this seems pretty reasonable to me. we dont need 100 characters, thats silly of course, but inevitably at the same time theres only so many characters period, so its safe to assume there would eventually be a few here and there versions of said character.

Im not of the opinion that the character i listed cant be unique to one another. Inevitably although having a 100 characters is ridiculous its the db universe ultimately theres only so much to choose from with out getting ridiculous. Do you really want a game with just a bunch of random guys like babadi, chi chi, bulma, videl, all fighting in weird styles before more established characters? People are getting paid money to make the game, if you cant make established characters unique before a bizarre and think of cool stuff to do than you shoudlnt be getting paid to do it.

Hell lets take the vegito , gogeta.. Which first of all let me say I dont give a fuck about gogeta in the first place honestly. But hes a iconic character, and so is janemba. And of course janemba just at face value has a lot of wacky moves so having one with out the other is silly.

But again for game perspective gogeta vs vegito, you could have vegito come in his opening is his classic line of I only need my feet to beat you. Maybe he mainly fights with his feet, he has some spirit sword sorta long range attacks, he has his final kamehameha. Instead of having a rapid fireball attack like the other characters showing he has a slow 5 hit fireball with each finger tip that he throws like in the manga.

Gogeta has little fucking rainbow sparkles around him when he attacks. His rainbow ball of death is like buus super in the game right now. If it kills the guy, they stay gone forever and dissipate into nothingness. HIs blow up the screen super can be his big bang kamehameha...

Again I dont care about a lot of the characters i listed, but they are more "important" to the series than other characters not mentioned, and if youre getting paid to make the game, they should put their brains together and think of ways to make the established characters neat and different.
