If we wanted to find a way to pay modders (who make some fucking outstanding shit) the better bet would have been to just encourage a stronger donation-based approach from the player community, not this "eh badda bing you take a dime I'll take the dollar no copyright content capeesh" bullshit.

Then again we've been living in a world where people will take days out of their lives to produce fixes for software, cracks for DRM content, mods and unofficial patches for games and software, and if you have a problem you can just search for someone else who solved it ahead of you. As long as the mods can't go through the steam workshop or potentially use steam wallet funds the market for paid mods on PC is going to be unnoticeable.
They could streamline and try to popularize the process all they want, the amount of people who'll be willing to go through their shitty site to buy mods will be minuscule at best.
Consoles might be different since they can force anyone who wants mods on them to go through whatever hoops they wish.
