Which "later games?" Mario 64? They didn't use traditional Mario powerups for that one at all, so it's not exactly a mystery there.

Also, it looks weird when Mario is small. Everyone I knew growing up thought of that as his "depowered" state, like a tiny wimpy Mario. Definitely not how he normally exists 24/7. With a mushroom he looks "normal."
