I tried using some of Dragunov's parries but they rely too much on me predicting an opponent I met for too little time. Are there things in particular I should do with Dragunov to not get punished hard when I get blocked? Are there are any other characters more suited for me perhaps?

You are probably relying too much on his plus block strings which can be punished if the opponent knows how to deal with them. His WR2 is still really good tho and plus on block and it tracks so the opponent has to block it or they get hit, it even launches on CH for a combo.
Just try focusing on blocking your opponents attacks, the lows you can't see coming don't do much damage and if you block the slow ones you get a full combo everytime.
Another thing you can try is whiff punishing, try backdashing near your opponent or pretending to run in but then stop to see if your opponent throws out a move.

The problem is that I cannot find good punishers. Dragunov seems to have shit launchers that I can never use to punish someone unless I predict them perfectly so I have to rely on lower damage combos where opponents fuck half of my hp up whenever I throw an unsafe thing because of better ones.

This thread shows all his punishers and combos you can get off. d/f+2 is his fastest launcher at 15f, but most players won't just spam -15 moves obviously.
You could instead rely on mixups after blocking a string. Do either a grab, low or mid (better if they also high/mid crush) for example since you still get frame advantage to do something first.
Just don't rely on hitting launchers after blocking strings. Also try to low parry if they use a string with a low in it and you see the same string again.

It's really fun, but I'll never be good at it no matter how hard I try. The amount of legacy knowledge needed to even be okay at this game is insane too. One of the big differences between learning a matchup in Tekken and learning one in SF is learning how to deal with a character in Tekken means hours of studying their various moves and knowing the exact frame disadvantage and advantage they have, as where as the low mid mixups, etc... It is so much time just doing research.

I think that is truly why it is hard for these 3D fighting games to grow in playerbase. It's just too difficult to pick them up and unlike 2D fighters, the sequels are always 90% the same so the gap in legacy skill only grows with each new title.
