Just because it's not up to your arbitrary standards doesn't mean it's incomplete. It is what it is. It doesn't make claims then not live up to them. It's an alright babby's first city builder but lacks the complexity of much higher budget city builders.

It's basically Banished, right down to the UI, but more stuff, denser foliage and wildlife, Dungeon Keeper like possession of villagers and some pretty neat terraforming tools.

The Anno franchise is 100% comfy.

Zeus
Anno series, personal preference for 1503 but the rest are pretty decent
Cultures

If its just a city building thing you're after, consider Cities Skylines
If it's managing a small group of people you're after, consider Prison Architect or Rimworld
If you're looking to design a place and make it look neat, consider Evil Genius or Dungeon Keeper
