I want to get a Dragon Quest for 3DS but I don't know which to get. I've never played either. Opinions?
I know there's some contention over midi music or lack of voice acting or something and I don't much care. I just want my charming toriyama game.

VIII is probably the better choice for you. VII is a better game in my opinion overall but as a first game it could be overwhelming for a beginner. VIII is a much simpler game overall and easier.

Get Dragon Quest VIII. Turn off voices. Enjoy the game.

Dragon Quest VII is class customization. Dragon Quest VIII is item and skill point customization. But the bigger question you should ask is, do you prefer a heavy focus on story and set events or do you want less story and more exploration.

Dragon Quest VII was completely remade for the 3DS hardware. It really is the definitive version of the game as the added reactions and expressions from characters really helps a LOT compared to the PS1 version of the game.
Dragon Quest VIII is a semi port of the PS2 game with some graphical downgrades. But it's not as big of a deal as people were claiming before it came out. It still has better animations and graphics than DQVII. But they were made specifically for the PS2.
If you want a story focused game though, Dragon Quest VII is the most story focused game in the series. To the point that many people get burned out on the story.
